BPCL Partners with Shell and Tiki Tar to Strengthen India's Value-Added Bitumen Market and Support Major Infrastructure Projects

BPCL has entered into a strategic joint venture with Shell Gas B.V. and Tiki Tar Industries to expand India's value-added bitumen market. The partnership will manufacture advanced bitumen products for highways, airport runways and major infrastructure projects while promoting sustainable construction, innovation, decarbonisation and long-term industrial growth.

 

Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and a Maharatna Public Sector Undertaking, has announced a strategic partnership with Tiki Tar and Shell India Private Limited (TTSIPL) after signing a Joint Venture and Share Subscription Agreement. Through this partnership, BPCL joins existing partners Shell Gas B.V. and Tiki Tar Industries (Baroda) Limited in a move aimed at expanding India's value-added bitumen portfolio and supporting the country's rapidly growing road construction and infrastructure sector.

Established in 2019, TTSIPL specializes in developing value-added bitumen products for India's expanding transportation infrastructure. The strategic investment enables BPCL to capitalize on increasing opportunities created by large-scale government infrastructure programmes and the growing demand for high-performance road construction materials.

The joint venture will focus on the production, marketing and sale of value-added bitumen products, including Polymer Modified Bitumen (PMB), Crumb Rubber Modified Bitumen (CRMB), and bitumen emulsions. These specialized products are increasingly being used in national highway projects and airport runway construction because of their enhanced durability, superior temperature stability and longer operational lifespan. The venture will also introduce innovative solutions designed to promote decarbonisation and waste circularity within India's road construction industry.

The partnership combines the strengths of all three organizations and will be rebranded to reflect the revised ownership structure. Shell will contribute advanced technology and global innovation capabilities for the development of next-generation value-added bitumen and circular economy solutions. Tiki Tar will provide its established manufacturing network comprising six production plants along with its extensive logistics infrastructure. BPCL will leverage its nationwide sales and distribution network to strengthen the joint venture's presence in government infrastructure projects, Public Works Department contracts and other large-scale development initiatives.

Speaking on the significance of the partnership, Shri Sanjay Khanna, Chairman and Managing Director of Bharat Petroleum Corporation Limited, with additional charge of Director (Refineries), said that India's infrastructure is evolving at an unprecedented pace, creating the foundation for a more resilient and better-connected future. He stated that the collaboration with Shell Gas B.V. and Tiki Tar combines world-class technology, advanced blending capabilities and BPCL's extensive manufacturing and distribution network to strengthen the performance bitumen sector. According to him, the partnership will make next-generation road construction technologies more accessible across the country while contributing to infrastructure development and supporting BPCL's mission of "Energising Lives."

Highlighting the strategic importance of the investment, Shri Subhankar Sen, Director (Marketing), Bharat Petroleum Corporation Limited, said that India's road, airport and infrastructure sectors are witnessing unprecedented growth, making highly durable value-added bitumen increasingly important in establishing globally competitive construction standards. He added that the collaboration with established industry leaders will help BPCL expand its product portfolio and meet the demanding quality requirements of major infrastructure projects under the national highway development programme and the Prime Minister's National Master Plan for Multimodal Connectivity, along with expanding greenfield and brownfield airport runway projects. He further stated that BPCL's nationwide sales and marketing network and commitment to delivering best-in-class customer solutions will enable the joint venture to play an active role in nation-building while ensuring superior quality, service standards, sustainable growth and long-term profitability.

Speaking on behalf of the joint venture, Shri Raman Ojha, Chairman of TTSIPL and President of Shell Aviation, said that the partnership brings together complementary strengths developed over several decades. He noted that Shell's global expertise and legacy of innovation in advanced bitumen solutions, combined with Tiki Tar's extensive manufacturing capabilities across India, have already established a strong foundation since 2019. With BPCL joining as a strategic partner, he said the collaboration will unlock new opportunities to transform the bitumen industry, redefine performance benchmarks, encourage innovation and support India's transition towards more durable and resource-efficient road construction.

Shri Rajendra Shah of Tiki Tar emphasized the operational readiness of the venture and stated that the company has remained a leading provider of construction solutions in India for more than six decades. He said Tiki Tar's contribution includes a robust manufacturing footprint and cost-effective production capabilities through six modern plants located at Taloja, Halol, Palwal, Mangalore, Visakhapatnam and Pithampur. According to him, these facilities provide the joint venture with immediate and scalable production capacity, which, when combined with BPCL's market reach and Shell's technology, positions the partnership to lead India's value-added bitumen market.

Mr. Manoj Menon, Business Head of Industrial and Commercial Solutions at BPCL, stated that the partnership represents a significant milestone in strengthening the company's industrial and commercial solutions portfolio through high-performance value-added bitumen products. He said the combination of Shell's advanced technology, Tiki Tar's manufacturing expertise and BPCL's extensive market reach will enable the joint venture to deliver innovative and durable solutions that support India's rapidly expanding infrastructure sector while creating long-term value for customers.

Bharat Petroleum Corporation Limited is India's second-largest oil marketing company and one of the country's integrated energy enterprises, operating across upstream and downstream segments of the oil and gas industry. The company holds Maharatna status, providing greater operational and financial autonomy. BPCL operates refineries at Mumbai, Kochi and Bina with a combined refining capacity of approximately 35.3 million metric tonnes per annum.

The company's nationwide marketing infrastructure includes installations, depots, fuel stations, aviation service stations and liquefied petroleum gas distributors. Its distribution network comprises more than 25,300 fuel stations, over 1,000 compressed natural gas stations, more than 6,250 liquefied petroleum gas distributorships, over 440 lubricant distributorships, 81 petroleum storage locations, 56 liquefied petroleum gas bottling plants, 81 aviation service stations, five lubricant blending plants and six cross-country pipelines.

BPCL continues to integrate its business strategy with sustainability objectives through investments in environmental and social initiatives. The company currently operates electric vehicle charging stations at more than 6,800 fuel stations and has established a roadmap to achieve Net Zero Energy Company status by 2040 for Scope 1 and Scope 2 emissions. It also supports community development through initiatives focused on education, water conservation, skill development, healthcare, community empowerment, capacity building and employee volunteering.

The strategic partnership between BPCL, Shell and Tiki Tar represents a significant step toward strengthening India's infrastructure ecosystem through advanced road construction materials, sustainable technologies and expanded manufacturing capabilities.
